Dr. Binod Khadria - Co-Convener

Co-convener of Metropolis Asia, Dr. Binod Khadria has been a Professor and Chairperson of Zakir Husain Centre for Educational Studies, School of Social Sciences, Jawaharlal Nehru University (JNU), New Delhi. Having a trajectory of three decades in India at various universities around the world, he was also Director of International Migration and Diaspora Studies (IMDS) Project. In 2017-18, he held the inaugural Indian Council for Cultural Relations (ICCR) Chair at Rutgers University, USA, and was Thematic Expert for second debate at UN General Assembly, New York, leading to Global Compact for Migration, 2018. As Times of India Fellow (1993) and a Fulbright Senior Scholar at Boston (1995), he authored The Migration of Knowledge Workers (Sage 1999). He was Guest-Editor of special issue of Asian Population Studies (APS v.3, n.2, 2007) on “Skilled Diasporas in Asian Development”. His publications include India Migration Report(s) 2009 and 2011 (Cambridge University Press); To Europe and Back (Co-editor, Springer 2014); Sage Handbook of International Migration (Co-editor, 2019), and World Migration Report 2020 (Co-editor, IOM). He is on editorial boards of several journals, advisory boards of international organizations and think tanks, International Steering Committee of Metropolis International, and a member of IOM’s Migration Research Leaders Syndicate.

Imelda M. Nicolas - Co-Convener

Secretary Imelda Nicolas was appointed in 2010 as Chairperson of the Commission on Filipinos Overseas (CFO), a Cabinet-level Secretary position under the Office of the President of the Philippines. She held this position until June 30, 2016 as her term is co-terminus with that of Philippine President Benigno S. Aquino III.

After her most recent stint in government, Ms. Nicolas became actively involved in the work of Metropolis Asia where she currently serves as Co-Chair. She is also a member of the Metropolis International Steering Committee which organizes the Annual International Metropolis Conference, the world’s biggest conference of researchers, academe, policy-makers and international and regional organizations focusing on Migration, Mobility and Development.

Ms. Nicolas currently serves as a member of the Board of the Open Society Foundations (OSF) International Migration Initiative (IMI) and the Migration and Advisory Board (MAB) of the International Organization for Migration (IOM).

Bhanubhatra Kaan Jittiang - Member

Dr. Bhanubhatra Kaan Jittiang is a development sociologist. He completed a master’s degree in international development studies from the George Washington University, and received a doctorate in sociology from the University of Wisconsin–Madison. Currently, Dr. Jittiang is a lecturer in the Department of International Relations at Chulalongkorn University, Thailand. He has also served as the Director of the M.A. and Ph.D. Program in International Development Studies (International Program) (MAIDS-GRID) at Chulalongkorn University since 2020; the national coordinator for the Thailand Country Program of the University of Queensland’s Asia-Pacific Center for the Responsibility to Protect since 2020; and the inaugural President of the Asylum Access Thailand Foundation since 2021. Dr. Jittiang is recently appointed to as a committee member for drafting Thailand’s first refugee status determination mechanism. His research and teaching interests encompass forced migration and refugee studies, urban sociology, African studies, and international development. Dr. Jittiang focuses mainly on Southeast Asia and Sub-Saharan Africa.

Wei Li - Member

Wei Li received her geography B.S. and M.S. degrees in Beijing, China; and her Ph.D. in geography at the University of Southern California. She is a Professor at the Asian Pacific American Studies / School of Social Transformation, and Associate Director of School of Geographical Sciences and Urban Planning in the Arizona State University, USA. Her foci of research are immigration, integration, and transnational connections, focusing on the Indo-Pacific Region. She is the author, [co-]editor, co-translator of seven scholarly books, three journal theme issues, and has 150 other academic publications. She served as the Fulbright Visiting Research Chair in Canada (2006-2007) and a Senior Fulbright Scholar to India (2016-2017); a member of the inaugural class of the National Asia Research Associates with the National Bureau of Asian Research and Woodrow Wilson International Center for Scholars (2010-2011); and the Rockefeller Foundation Bellagio Writing Residency (2014). She was Vice Chair (2004-2010) and Chair (2010-2012) of the U.S. Census Bureau’s Race and Ethnic Advisory Committees (REAC) on the Asian Population; is a member of the International Steering Committee for the International Metropolis Project since 2008, member of Metropolis Asia Council since 2020; and a National Councilor of the American Association of Geographers (2019-2022).

Tasneem Siddiqui - Member

Dr. Tasneem Siddiqui is a Professor of Political Science at the University of Dhaka and the founding Chair of Refugee and Migratory Movements Research Unit (RMMRU) the premier migration think tank of Bangladesh. She completed her PhD from Asian and International Studies of Griffith University of Australia in 1992. Her works on climate change adaptation and migration, disaster induced migration, drivers and impact of internal and international male and female labour migration, migration governance, diaspora, remittances, safe and sustainable cities inclusive to migrants, have been published in the journals of Population and Environment, Development Policy Review, Urban Studies and in different volumes of Palgrave Macmillan, Edward Edgar, Routledge, Springer etc. She led the drafting of the National Strategy on the Management of Disaster and Climate Induced Internal Displacement in Bangladesh, the national Overseas Employment Policy, 2006 and was a committee member that prepared the first draft of the Overseas Employment and Migration Act of 2013. Her research and advocacy work on female labour migration has contributed to lifting of ban on international migration of low skilled women from Bangladesh in 2003. She is in the Global Editorial Board of Oxford Journal of Migration Studies. Since June,2019 she has joined the state led international initiative, the Platform on Disaster Displacement (PDD), as a member of the Advisory Committee. Since 2020, she is a member of Board of Trustees of Transparency International, Bangladesh.

Ashley William Gois - Member

Mr. Ashley William Gois is an educator, sociologist and human rights advocate. He has been an indefatigable community and international network organizer. He is the Regional Coordinator of the Migrant Forum in Asia, a regional network of migrants' organizations, NGOs, advocates, grassroots organizations and trade unions working to promote the rights and well being of migrant workers and members of their families. He also chairs the Migrants Rights International (MRI), an international non-governmental organization with consultative status with the UN Economic and Social Council (ECOSOC). Over the last twenty years, he has been at the forefront of international advocacy efforts engaging and influencing international and multilateral organizations to promote equitable and fair migration and development policies, one of which is engaging the Global Forum on Migration and Development, the only annual global platform that brings governments together to discuss migration and development. He also represents MFA in the Global Coalition on Migration, a network of regional and international migrants’ rights organizations and advocates, trade unions, faith groups and academia across the globe. The GCM was born out of the collaborations of its initial member organizations around the GFMD and the corresponding People’s Global Action on Migration, Development and Human Rights (PGA) processes. Thetis A. Mangahas - Member

Ms. Thetis Abrera Mangahas is a social scientist with many years of hands-on experience in migration policy, planning and research in both national and international work environments. Honed primarily by her work experience in the Philippine overseas employment program in the Philippines (1974-1991), she has designed and managed large development migration projects in the ASEAN, the Mekong Sub-Region, Eastern Europe. Her subject interests also child labour and human trafficking, gender discrimination with special attention to household domestic workers. Retired from the ILO as its Deputy Regional Director (Asia and the Pacific region), Policy and Programs, she is currently a Fellow at the Social Weather Stations, actively pursuing her research on migration and developmen

Chandima Arambepola - Member

Chandima Arambepola, Senior Research Professional – Centre for Poverty Analysis Leading CEPA’s labour migration research thematic, Chandima’s research has focused mostly on the effects of government policies on female and male Sri Lankan migrant workers seeking work overseas. Her recent work has straddled both internal and external labour migration processes, looking at migrant workers in the apparels industry in Sri Lanka and migrant workers seeking better employment opportunities in the tourism industry overseas. She is currently involved in a multi-country study focusing on access to services for victims of human trafficking. Chandima holds a Masters Degree in International Migration and Social Cohesion jointly awarded by the University of Amsterdam and the University of Osnabruck.

Mohamed Munas - Member

M. A. Mohamed Munas- Senior Research Professional, Centre for Poverty Analysis Munas is a doctoral candidate at Radboud University, Nijmegen, Netherlands. His doctoral research looks at the complexities of diaspora engagement in post-war communities, with a special focus on the Northern and Eastern Provinces of Sri Lanka. Munas received his Master's Degree in Economics from the University of Colombo and read for his Bachelor's Degree in Agriculture at the University of Peradeniya. Munas's research work focuses on poverty, conflict, fisheries, migration and diaspora issues. He currently leads the Diasporas and Development Thematic research cluster at CEPA and task managed a three-year research and policy programme that focuses on new forms of diaspora and private sector engagement for post-war development, reconciliation and sustainable peace in Sri Lanka.

Brenda S.A. Yeoh - Member

Brenda S.A. Yeoh is Raffles Professor of Social Sciences, Department of Geography, as well as Director, Humanities and Social Science Research Office of Deputy President (Research & Technology), National University of Singapore (NUS). She is also the Research Leader of the Asian Migration Cluster at the Asia Research Institute, NUS. Her research interests include the politics of space in colonial and postcolonial cities, and she also has considerable experience working on a wide range of migration research in Asia, including key themes such as cosmopolitanism and highly skilled talent migration; gender, social reproduction and care migration; migration, national identity and citizenship issues; globalising universities and international student mobilities; and cultural politics, family dynamics and international marriage migrants. She has published widely in these fields.

Center for China and Globalization (CCG) - Member

The Center for China and Globalization (CCG) is a Chinese non-governmental think tank based in Beijing. CCG has been granted the official special consultative status by the Economic and Social Council of the United Nations (ECOSOC) as a non-governmental organization. In the “2020 Global Go To Think Tank Index” by the University of Pennsylvania Think Tank and Civil Society Program (TTCSP), CCG ranked 64th of the top think tanks worldwide and among the top 50 global independent think tanks. CCC has also been recognized as a “4A non-governmental organization” by Beijing Municipal government civil affairs department.

Founded in 2008 and headquartered in Beijing, the Center for China and Globalization (CCG) is China’s leading global non-governmental think tank. It has more than ten branches and overseas representatives and over 100 full-time researchers and staff engaged in research on globalization, global governance, international economy and trade, international relations and global migration. CCG is also a national Postdoctoral Programme Research Center certified by the Chinese Ministry of Human Resources and Social Security.

While cultivating its own research teams, CCG has also built an international research network of leading experts in China and overseas. CCG engages in ongoing research on China and globalization from an international perspective. CCG publishes more than 10 books every year in English and Chinese and a series of research reports. It shares its research findings with the public and has published hundreds of thousands of related books and reports, which receives hundreds of thousands of website visits annually.

CCG has been involved in promoting many national development and global governance policies. It regularly submits policy recommendations to relevant state agencies and ministries, many of which have been commented on by the central leadership and have served as reference for major decisions made by relevant departments, continually promoting government policymaking and institutional innovation.

CCG has developed a variety of events and platforms, providing effective channels to exchange ideas between policymakers, experts, scholars, and industry leaders. CCG uses these platforms to put forward public policy recommendations and share insights for the public interest. Each year, we hold many high-profile flagship forums which are noted for their international vision, impactful and constructiveness. We also hold more than 100 events annually, including seminars, roundtables, luncheon meetings, release events for new research findings, and policy input exchange meetings.

CCG has established long-term cooperation with many international organizations, international think tanks and related institutions to jointly host seminars for academic exchange or to undertake joint research. CCG is also active in conducting regular international research and exchange activities, attending influential international forums and participating in dialogues on the world stage. CCG has become an important platform for exchange and dialogue between embassies, and international politicians, think tanks and organizations. It has built bridges and mechanisms for communication between China and the rest of the world through holding receptions, round table conferences, and lectures by famous scholars, giving full play to the role of think tanks in track II diplomacy.

After over a decade of development, CCG has grown into a significant think tank with global impact that promotes China’s globalization process. CCG was the first Chinese non-governmental think tank to achieve this feat and is consistently considered the leading Chinese non-governmental think tank in authoritative think tank evaluations at home and abroad.

Martin Geiger - Member

Dr. Martin Geiger (PhD, University of Bonn/Germany) is Associate Professor of ‘Politics of Human Migration and Mobility’ at Carleton University.

In his research, teaching and publications he focuses on European and global migration governance, the role of inter-state and private actors in migration management, and interrelated aspects of political regulation, development (innovation and growth) and population change (mobility, migration and demographic change).

Dr. Geiger is cross-appointed between the Department of Political Science and the Institute of European, Russian and Eurasian Studies. He is also an active member of Carleton’s ‘Migration & Diaspora Studies’ (MDS) initiative, the Centre for Europe Studies (CES) – Jean Monnet Centre of Excellence and other initiatives and networks at Carleton. Before joining Carleton, Dr. Geiger held various academic appointments at centres and universities in Europe and Canada. He is an honorary member and former senior researcher of the renowned European migration research centre IMIS (University of Osnabrück, Germany), and an advisor on global migration management to China’s leading think tank CCG (Center for China and Globalization, Beijing). Dr. Geiger is also the founding editor of the peer-reviewed ‘Mobility & Politics’ series with Palgrave Macmillan (co-editors: Parvati Raghuram, UK, and William Walters, Carleton University).

Dr. Geiger has received various awards and research grants, including a prestigious German PhD fellowship (Studienstiftung des deutschen Volkes), a Government of Canada Banting Postdoctoral Fellowship, the Ontario Early Researcher Award (ERA) and a Capital Educators’ Award. He is currently the principal investigator of a SSHRC Partnership Engage project and an Ontario ERA project on the topic of talent mobility (www.migrationforinnovation.info), the Canadian collaborator in a EU Horizon 2020 project on diaspora entrepreneurship, and the co-investigator of two other SSHRC projects (Insight Grant project on airlines and deportation; Partnership Grant project on the global refugee regime).

Chowdhury R. Abrar - Member

Dr. Chowdhury R. Abrar teaches International Relations and directs the Refugee and Migratory Movements Research Unit, (RMMRU) at the University of Dhaka, Bangladesh.

He has done extensive research on Rohingya refugees, Bihari stateless people, labour migration and recruitment industry issues. RMMRU is a leading policy research, training and advocacy body on refugee, migration and displacement issues. Dr. Abrar is currently the South Asian coordinator of the University of Sussex based Research Programme Consortium on Migrating out of Poverty.

Migration Research & Training Centre (MRTC) - Member

MRTC is a think tank in the migration policy area, creating mutual values of social integration among migrants and nationals, local communities and governments, and Asia and the international community.

Established in December 2009 through a special partnership between the Korea government and the International Organization for Migration (IOM), the Migration Research and Training Centre (MRTC) has pioneered research and training on migration policy and partnered with organization in home and abroad to conduct more effective and productive research and training.

The MRTC will be at the forefront of developing migration policy research and education programme that can help both native and foreigners, central and municipal governments, and international relations between Korea and other countries. Also, The MRTC takes a lead in providing outlook and recommendations for policymakers and the public through assessing economic and social challenges that migration can bring.

Ricardo R. Casco - Member

Mr. Ricardo R. Casco holds a Master’s Degree in Business Administration, Bachelor of Arts in History & Political Science and Bachelor of Science in Commercial Accounting from De La Salle University. As a Certified Public Accountant, he worked as an auditor for three years in the private sector. He started his almost 20 years career in the Philippine Overseas Employment Administration (POEA) in late 1984 as a market research officer at the Marketing Branch. He was a regular trainer for career diplomats at the Foreign Service Institute, a practicing certified assessor for the eligibility process of Career Executive Service Officers in the civil service and a practicing ILO- trained Programme Manager conducting the Basic Management Course for Labour Administrators. In 1998, he earned the DOLE Kapwa Award for championing the cause of change in the bureaucracy. He held leaderships in employees association and cooperatives for several years.

In 2004, he joined the International Labour Organization to manage a project for the protection of domestic workers from forced labour and trafficking. He obtained special training on Forced Labour and Trafficking at the ILO in Switzerland in 2005 and at the International Training Center in Turin, Italy, in 2006. Before he joined the International Organization for Migration in 2007, he worked as a consultant on project resource mobilization, competitiveness bid of ship crewing industry, government reorganization and retrenched workers adjustment program. He has contributed papers and articles in select number of publications. He is presently, the Labour Migration Specialist of the IOM-MRF Manila managing, among others, a European Commission/AENEAS-funded project on “Improving Knowledge of Remittance Corridors and Enhancing Development through Inter-Regional Dialogue and Pilot Projects in South-East Asia and Europe (special focus on the Philippines and Indonesia”.

Riwanto Tirtosudarmo - Member

Riwanto Tirtosudarmo, got his PhD in Social Demography (1990), Research School of Social Sciences, the Australian National University, Canberra, Australia. Since 1980, he has been working with the Indonesian Institute of Sciences (LIPI), and he is now a senior researcher at the Research Center for Society and Culture, the Indonesian Institute of Sciences (PMB-LIPI). He publishes papers extensively in scientific and popular journals on political demography and the politics of migration in Indonesia and beyond. He has been a Fulbright Visiting Fellow at the Department of Sociology, Brown University (1996–97), Fellow-in-Residence 2000–2001 at the Netherlands Institute for Advanced Study in Humanities and Social Sciences (NIAS) and Visiting Professor 2003–2004 at Institute for Languages and Cultures of Asia and Africa (ILCAA) Tokyo University for Foreign Languages (TUFS). Among his published books: FromRiau to East Timor: The Political Demography of Indonesia (1966), InSearch of Indonesia 1: The Political Demography of Post Suharto (2007); In Search of Indonesia 2: The Limits of Social Engineering (2010); From Colonization to Nation-State: The Political Demography of Indonesia (2013), On the politics of migration: Indonesia and beyond (2015)

Migrant Forum in Asia (MFA) - Member

Conceived in 1990 in a meeting of migrant workers’ advocates in Hong Kong, Migrant Forum in Asia (MFA) was formally organized in 1994 in a forum held in Taiwan entitled, “Living and Working Together with Migrants in Asia”. MFA is a regional network of non-government organizations (NGOs), associations and trade unions of migrant workers, and individual advocates in Asia who are committed to protect and promote the rights and welfare of migrant workers. It is guided by a vision of an alternative world system based on respect for human rights and dignity, social justice, and gender equity, particularly for migrant workers. MFA acts as a facilitator, a regional communication and coordination point between member-organizations and advocates, forging concerted action to address discriminatory laws and policies, violence against women migrants, unjust living conditions, unemployment in the homeland and other issues affecting migrant workers. MFA believes that migrants’ rights are human rights. Documented or undocumented, irrespective of race, gender, class, age and religious belief, migrant workers’ rights are guaranteed by the UN Declaration of Human Rights, the UN Convention on the Protection of Rights of All Migrant Workers and Members of their Families and other international conventions.

Richard Bedford - Member

Professor Bedford is a specialist in migration research and since the mid-1960s he has been researching processes of population movement in the Asia-Pacific region. His MA thesis in Geography (University of Auckland) was on population issues in Kiribati and Tuvalu (1967) and his PhD from the Australian National University was on migration processes in Vanuatu (1971). Postdoctoral research in Papua New Guinea and in Fiji in the 1970s was supported by grants from the University of Hawai’i (PNG) and UNESCO (Fiji). Since the 1980s Professor Bedford’s research has had a strong applied focus, addressing critical issues in immigration policy in New Zealand and the Asia-Pacific region.

In 1990 Professor Bedford was awarded the New Zealand Medal for services to New Zealand and in 2008 he was made Companion of the Queen’s Service Order (QSO) in recognition of his services to geography. In 2000 he was elected to Fellowship of the Royal Society of New Zealand and in 2010 was awarded the Society’s Dame Joan Metge Medal for the Social Sciences in recognition of his research in the Pacific and his leadership in building capacity in the social sciences. Professor Bedford was awarded the New Zealand Order of Merit (CNZM) in the 2020 New Year’s Honours list.

Professor Bedford is currently working on implications for New Zealand and Australia of population developments and migration trends in the Pacific over the next 30-40 years, including the impact of climate change on migration.

Vijay Naidu - Member

Professor Naidu was born and educated in Fiji and the United Kingdom. He obtained his undergraduate and masters qualifications at the University of the South Pacific (USP). He completed his doctoral studies at the University of Sussex in Brighton (Falmer), England.

He is currently Professor and Director of Development Studies, and Head of School of Government, Development and International Affairs (SGDIA), Faculty of Business and Economics at the University of the South Pacific (USP). From 2003 to 2006, he was Professor and Director of Development Studies in the School of Geography, Environment and Earth Sciences, Faculty of Science at the Victoria University of Wellington (VUW). Prior to taking up the VUW Chair, he had served in various senior positions at USP. These included Dean of Foundation Studies, Associate Professor/Reader in Sociology, Head of School of Social and Economic Development (SSED), Professor and Director of the Centre for Development Studies, Pro-Vice Chancellor (Academic) and Acting Vice Chancellor. He has researched and published individually and jointly, 6 books and monographs, 18 reports, 80 papers and has presented more than 100 conference papers on aid, economic growth and development, ethnicity and racism, higher education, electoral politics, land tenure, the Millennium Development Goals (MDGs), migration, the post-colonial state, poverty and poverty reduction, child sexual abuse and the commercial sexual exploitation of children, small island states and globalisation, social protection and human security.

Teena Brown Pulu - Member

Dr. Teena is a Pacific anthropologist who has published extensively on cultural politics and social identity in the Kingdom of Tonga and Tongan communities in South Auckland, New Zealand. Her recent research collaborations examine the social identity of Punjabi migrants in South Auckland, New Zealand.

Alan Gamlen - Member

Alan Gamlen is an Associate Professor of Geography at Monash University in Melbourne, and a longstanding Research Associate at Oxford University's Centre on Migration, Policy and Society. He holds a Doctorate (in Geography) from the University of Oxford, where he studied as a New Zealand Bright Future Scholar.

Alan’s research focuses on the geography and governance of international migration. He lectures frequently about these topics around the world, and publishes widely in academic journals such as Political Geography, Progress in Human Geography, Transactions of the Institute of British Geographers, and International Migration Review. His work sometimes features in mainstream media such as The UK Guardian, The Vancouver Sun, The Toronto Star, The Advertiser, The New Zealand Herald, The Daily Mail, The Independent, The Evening Standard, and The Economist. As an editor, he has co-published several books and special issues, including Migration and Global Governance and Diasporas Reimagined, and is the Founding Editor-in-Chief of the journal Migration Studies, published by Oxford University Press, and Co-Editor of the Bristol University Press book series on Global Migration and Social Change (with Nando Sigona).

Huiyao (Henry) Wang - Member

Dr. Huiyao (Henry) WANG is the Founder and President of Center for China and Globalization (CCG), and Counselor to the State Council. He is also Chairman of Global Talent Society of Ministry of Human Resources and Social Security and Vice Chairman of China Association for International Economic Cooperation of the Ministry of Commerce; Vice President of China Public Relations Association; Dean of Institute of Development Studies of China Southwestern University of Finance and Economics, and Vice Chairman of China Western (Overseas) Returned Scholars Association.

Dr. Wang is a steering committee member of Paris Peace Forum initiated by French President Macron. He also was a member on the Migration Advisory Board of International Organization of Migration (IOM) of United Nations, and a member of Yale University Asia Development Advisory Council, and Duke Kunshan University Advisory Council. Dr. Wang has worked as Director for Asia at SNC-Lavalin in Montreal, and Chief Trade Representative of Canada Quebec Government Office in Hong Kong and Greater China.

Dr. Wang pursued his PhD studies in International business and global management at University of Western Ontario and University of Manchester. He was a Senior Fellow at Harvard Kennedy School and a Visiting Fellow at Brookings Institution as well as a Senior Fellow at Asia Pacific Foundation of Canada.
